I respectfully urge you to
join Senator Thomas Daschle (D-SD) and Senator Trent Lott (R-MS), as a
cosponsor of S-578, which was introduced April 15,
1997. The ten initial cosponsors of S-578 are
Senators Harkin (D-IA), Hatch (R-UT), Grassley (R-IA), Abraham (R-MI), Reid
(D-NV), Inouye (D-HI), Bacchus (D-MT), Craig (D-ID), Kempthorne (D-ID) and
Thomas (R-WY). S.578 is called the Access to Medical
Treatment Act (AMTA). S-578 will allow an individual to be treated by
any licensed health care practitioner with any method of medical treatment the
individual desires, so long as:
(1.) there is no basis to
conclude that the treatment would be dangerous to the individual and
(2.) the patient if fully informed of its side effects.
The term "danger" is reasonably and carefully defined in
the bill as "any negative reaction that (A) causes serious harm; (B)
occurred as a result of a method of medical treatment; (C) would not otherwise
have occurred; and (D) is more serious than reactions experienced with
routinely used medical treatments for the same medical condition or conditions.
S-578 is a freedom of choice bill. Freedom of choice
is one of the bedrock principles upon which our nation rests. Permitting
administration of alternative medical treatments, provided that individuals are
not misled or misinformed, extends freedom of choice to the ream of medicine.
